yes, you’d need to create a small image of a hyphen. Make it as simple or as fancy as you desire.

How would I use bullets that look like a dash “-”. Do I need to create this as an image?

For the image background, you shouldn’t assign it to the top left corner of the background but to the middle using percentage values. Some images may not be a perfect square.

background: url(’../images/list_icons/tick1.jpg’) no-repeat 50% 0;
